Two main areas of service in UPO are planning services and design services.

The campus planners on the planning services team provide strategic, analytical and technical expertise on physical planning and public approvals in the areas of land use, space planning and programming, housing, transportation, sustainability and environment, open space, landscape, and development controls.
The urban designers on the design services team advocate for campus and building design excellence. Services available include urban and building design review, designer selection, and development and implementation of University urban design principles and guidelines.
